The three-tier Panchayat elections in Odisha is likely to be held in the first or second week of February 2022. Reportedly, the official announcement will be made later this month. The preparations are in full swing ahead of the three-tier election.It is also likely that the date of the Panchayat Elections will be officially announced between December 26 and December 31. Counting of votes is underway in Odisha for 315 Zilla Parishad zones today. The ruling Biju Janata Dal (BJD) is leading in 249 Zilla Parishad Zones (ZPZ) seats while the opposition BJP are ahead in 30 and Congressin 13, showed the early trends. The State Election Commission (SEC) is carrying out counting of votes for 315 Zilla Parishad Zone seats. The counting of votes started at 8 am in different block headquarters. The counting for the remaining 307 Zilla Parishad zone seats will be done on February 27 and 229 Zilla Parishad zone seats on February 29. Voting was held for over 800 zilla parishad seats, 1,669 sarpanch posts, 1,669 samiti member seats and 22,379 ward member posts in 71 blocks of 30 districts, polling for which was held in five phases – February 16, 18, 20, 22 and 24 and re-pollings took place on February 23 and 25. The counting of votes will continue for three days – February 26, 27 and 28.

 A total of 2.2 lakh candidates contested in the elections. The SEC had declared 36,523 ward members, 126 sarpanch, 326 panchayat samiti members, and one Zilla Parishad member as uncontested winners.

BJP is leading from Dhankawada Zone 1, Nabarangpur Zone- 7, Nayagarh Dasapalla Nuagaon Block 16, Cuttack Mahanga Zone 39, Baliguda Zone 15, Kandhamal Zone 1 Kotgarh, Malkangiri block zone 1 while the BJP is leading from Budura Panchayat first booth in Kashinagar Block 1 Zone.

BJD’s Tapti Pattnaik leading by 137 votes from Jeypore 1 againt nearest rival Sagarika Padhy of Congress.

It would submit the final reservation list to the State Election Commission (SEC) on January 7 so that the notification for the panchayat elections is issued on January 8.

As per a notification issued by the Panchayati Raj & Drinking Water Department, as many as 15 posts out of the 30 Zilla Parishad chairman posts have been reserved for women candidates.

Similarly, out of the 15 Zilla Parishad chairman posts reserved for women, three have been kept for candidates from the Scheduled Caste (SC) category while four seats have been reserved for Scheduled Tribes (ST) candidates.

Apart from the reservation for women candidates, two ZP chairman posts have been reserved for Scheduled Caste candidates and three for Scheduled Tribe candidates.

The posts of ZP chairman in four districts– Kendrapara, Jagatsinghpur, Boudh, Bhadrak and Jajpur have been reserved for the candidates belonging to the Scheduled Caste (SC) category.

An order in this connection was issued by the Panchayati Raj Department to all the district Collectors, which said, “The General Election to PRIs is likely to be held in the State in the year 2022. Consequently, the reservation of seats is required to be completed within the time frame at the level of District/ Government as per provision of the PRI Act/Rules.”

“A programme to complete the works approved by the government has been enclosed and u are requested to complete the work within the stipulated time as mentioned in the programme,” stated the order.

The reservation list containing a total of 6,800 Sarpanch and Samiti members, 92,000 Ward members, 853 Zilla Parishad members and 314 Block presidents has been published today.
